House Labor-HHS Spending Bill To Fund 'Teen Pregnancy Prevention Imitative'
On Friday, the House Appropriations Labor, HHS, Education and Related Agencies Subcommittee approved by voice vote a $730.5 billion spending bill to fund the Departments of Labor, Health and Human Services, and Education, CQ Today reports. The bill shifts funding away from abstinence-only sex education toward more comprehensive pregnancy prevention programs. The bill would allocate $114.5 million for a "teenage pregnancy prevention initiative" that offers "evidence-based and other approaches, such as abstinence." The measure continues several prohibitions on using federal funds to cover abortion and restrictions on funding for embryo research (Wolfe, CQ Today, 7/10).The measure includes $73.7 billion in discretionary spending for HHS, $2 billion more than President Obama requested (Hunt, CongressDaily, 7/10). The full committee is scheduled to mark up the bill on July 17 (CQ Today, 7/10).

HIV Testing Can Save Thousands Of Lives, CDC Official Says
"Although HIV/AIDS continues to pose a serious threat to the nation"s health, HIV testing is a powerful weapon against the disease," Kevin Fenton, director of CDC"s National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention, writes in a CNN.com opinion piece. Fenton writes that every 9 1/2 minutes someone in the U.S. becomes infected with HIV. "That"s 56,000 people every year," Fenton writes, adding, "But there"s something we can all do to help protect ourselves and our partners from this disease - get tested for HIV." He continues, "By increasing the number of people who know their HIV status, we can decrease the number of new HIV infections, and help save thousands of lives" (Fenton, CNN.com, 6/26).

BioElectronics Prepares For General Surgical Recovery FDA 510(k) Premarketing Application Submission

BioElectronics Corp. (PINKSHEETS: BIEL), the maker of inexpensive, disposable drug-free anti-inflammatory devices, announced the Company is currently preparing an application for 510(k) premarket notification for submission to the Food and Drug Administration (FDA) for general surgical recovery. The filing will request an indication for the adjunct of use in palliative treatment of postoperative edema and pain in superficial soft tissue. "There is overwhelming clinical data demonstrating the application of PEMF therapy significantly reduces postsurgical edema (swelling), pain and speeds healing. There are currently several devices cleared for this indication of use, but these devices are very large, expensive and are in no way portable, so they are neither practical nor marketable for surgical recovery. BioElectronics" portable version of PEMF, for which we recently were granted a patent, is very different. Our biomedical engineers have been able to shrink PEMF technology into a wearable patch that can be applied directly over the site of surgery," commented Andrew Whelan, CEO of BioElectronics.
