La. Gov. Jindal Signs Law Expanding Protections For Health Workers Who Refuse Services
Louisiana Gov. Bobby Jindal (R) on Tuesday signed into law a bill (HB 517) that expands health care provider "conscience" protections beyond abortion to also include refusals to provide emergency contraception or participate in certain other procedures, the New Orleans Times-Picayune reports. The law provides job protection and legal immunity to "any person" who refuses to provide abortion services, distribute "abortifacient drugs," work on research involving embryonic stem cells or cloning, or participate in physician-assisted suicide or euthanasia. According to the Times-Picayune, the provision that refers to abortifacient drugs is intended to include EC but not other forms of birth control.Jindal"s administration said the law is necessary to protect the individual rights of doctors, nurses, pharmacists and other health care workers whose personal beliefs might conflict with their professional duties. Opponents of the law, including the Planned Parenthood Federation of America and the American Civil Liberties Union, argue that it will restrict patient access to accurate information and timely services (Barrow/Anderson, New Orleans Times-Picayune, 7/8).

Group Banned From Teaching Abstinence-Only Program In Sonoma County, Calif., Public Schools
Free to Be, a federally-funded organization in California that teaches abstinence-only sex education to students, is at the center of a debate with education officials and others in Sonoma County over whether their curriculum is in compliance with state rules requiring that sexual health education programs in public schools be "balanced" and include information on sexually transmitted infections such as HIV and contraception, the Santa Rosa Press Democrat reports. Sonoma County Office of Education officials in May banned the group from giving any further presentations on public school campuses, citing state law. Free to Be, as well as several school superintendents from around the county, said they are currently reviewing their legal options (Benefield, Santa Rosa Press Democrat, 6/7).

Nancy-Ann DeParle: Congress "Very Much On Track"

Nancy-Ann DeParle, director of the White House Office of Health Reform, predicted in an interview with Kaiser Health News that a comprehensive health care reform bill would reach President Obama by Thanksgiving, and that she hasn"t given "a moment"s thought" to accepting a scaled-back package. She said the congressional committees with jurisdiction over health care are "all very much on a track to do exactly what the president has asked them to do and to mark up bills that are very similar to the plan he articulated during the campaign." Asked whether the president would sign a bill that relied mainly on new taxes to pay for an overhaul, she replied, "No." She added, "I believe the bill will be fully financed, evenly divided between savings in Medicare and Medicaid and some other s of revenue, such as the ones he"s identified" (Appleby, 6/1).
